This design shows United States Senior Chief Skull and Crossbones sailor over a tattered American flag. The honored position of Chief Petty Officer established on April 1, 1893 is a Naval position of great responsibility, tradition and pride. SCPO an E-8 is the second step of the Chief ranks within the Navy enlisted.
These old goats shaped the Navy into what it is today. The Stars and Stripes is torn, cut and worn but still flies behind this Navy Senior Chief.
